Can I raise from LPs abroad if my fund is based in the US and I only invest in US-based companies?

First, ask Base: What is the CFIUS regulation? Then, if your fund is not making investments that may be affected by regulations like CFIUS etc, the risk is likely low and you can proceed with the fundraising conversations. As you get closer to closing, your fund ops team should do a KYC&AML check prior to you countersigning the docs and admitting the LP to the fund.
